Elmar Mustafayev serves as Dean of the School of Humanities and Social Sciences at Karabakh University. His research interests focus primarily on Europeanization, European Union foreign policy, and the geopolitics of the South Caucasus.
Prior to joining Karabakh University, he worked at Khazar University from 2016 to 2021, first as Academic Coordinator and later as Head of the Department of Political Science and Philosophy. During this period, he was awarded and successfully implemented a Jean Monnet Module project (2019–2022).
He received his bachelor's degree from Qafqaz University. He earned his master's degree in International Relations from Sapienza University of Rome under the State Scholarship Program for Azerbaijani Youth to Study Abroad. Following his master's studies, he pursued his PhD in the History of International Relations at Sapienza University of Rome.
